It's a small story that raises a big question for a sector now worth over £1.3 billion a year and growing: what does "compliance" actually mean when an operator can opt in — and opt back out — whenever it suits them?

A voluntary code is only as strong as its weakest signatory

The DCMS Code was a genuine step forward. It set out real player protections: age verification for under-18s, a £250 monthly credit card cap per player, a ban on credit card payments for instant-win draws, and requirements around transparent complaints handling. Good, sensible measures, agreed in collaboration with the industry.

But it's voluntary by design — and that's exactly its limitation. There's no licence at stake, no regulator revoking anything, and as the Easy Living and Sweepstarz withdrawals show, no real consequence for stepping away. For the 7.4 million UK adults who enter these draws every year, "the operator signed a voluntary code" isn't the same as "the operator is independently checked."

The industry is professionalising — which makes independent verification more urgent, not less

This month also saw the launch of the Prize Competition Council, the sector's first dedicated trade association — a sign the industry itself recognises it needs to grow up fast. That's welcome. But trade bodies and codes of conduct are still fundamentally about operators marking their own homework.
